When former Gov. Ed Rendell was Philadelphia's District Attorney, he chose Bebe Kivitz as the Chief of the Child Abuse Unit, where she oversaw the prosecution of all child rape and physical assault cases in Philadelphia. Since then, the District Attorney's office has asked Bebe to represent the office and its attorneys as trial counsel in Title VII and civil rights claims.

Philadelphia's top prosecutors' confidence in Bebe is well deserved. She has been a litigator for over 30 years, handling cases that range from toxic tort claims to employment disputes. Bebe has served as lead defense counsel for a hospital and its physicians in breast implant litigation, a chemical company in multiple claims arising out of a chemical spill at its Houston, Texas plant, and numerous companies involved in Title VII and other employment litigation. She was lead counsel for the Philadelphia District Attorney's Office in the 39th District police corruption litigation, involving claims that arose from narcotics arrests made by a group of rogue officers. She has also represented a hospital medical staff in a bylaws "just cause" proceeding, a law school in disciplinary bylaws proceedings, and serves as panel Chair in Title IX matters for a local university. She currently serves as counsel to the Police Advisory Commission. Bebe has also litigated on behalf of many victims of catastrophic injuries resulting from sexual assault, motor vehicle and other accidents, achieving significant settlements and verdicts for them.

Bebe began her legal career in 1979 as an Assistant District Attorney in Philadelphia. After serving as Chief of the Child Abuse Unit, she joined Hoyle, Morris & Kerr, where she expanded her practice into general commercial and tort litigation, including the defense of a major building products manufacturer in products liability litigation. Before co-founding Jacobs Singer Kivitz & Herman LLC, Bebe was a principal in Troiani Kivitz, LLP.

In April 2012, Philadelphia Archbishop Charles J. Chaput appointed Bebe to the Archdiocese's Review Board, which advises on allegations of sexual abuse of minors, evaluating clerics' suitability for the ministry, and reviewing related archdiocesan policies and procedures. In making the appointment, Archbishop Chaput commended Bebe on her "strong leadership skills," "unique professional background" and "highest level of expertise." In addition to her service on the Review Board, Bebe is also a member of the Board of the Philadelphia Children's Alliance and of the Executive Committee of the Brandeis Law Society.
